How was Sparta Law and Justice better than Athens?

For my history class, we need to have a debate on who was a better Greek city-state; Sparta or Athens. I have to show that Sparta’s law and justice is better/more advanced/beneficial than Athens. (Must prove that Sparta>Athens basically.) Can somebody give me some strong points to argue? Thanks
